Ugas was given the WBA welterweight title when Pacquiao was declared as 'champion in recess' because he failed to defend his title within the prescribed time period.
Pacquiao was scheduled to fight the undefeated WBC and IBF title holder Errol Spence, Jr., but Spence discovered that he had a torn retina during a pre-fight medical examination by the Nevada State Athletic Commission in Las Vegas which forced him to withdraw.
